Citizen Report Card (CRC)

The Citizens Report Card is a simple and credible tool to provide systematic feedback to public agencies about their performance. It elicits information about users’ awareness, access, usage and satisfaction with public services. CRC offers several recommendations on sector policies, strategies and programmes to address these constraints and improve service delivery. The tool not only facilitates prioritization of reforms and corrective actions but also provides a benchmark on quality of public services as experienced by citizens. 

Citizen Report Cards also explores citizens' alternatives for improvements in public services.  An important aspect of Citizen Report Cards is the credibility they have earned.  The methodology involves systematic sampling across all subsections of society,

Community Score Card

Community Score Card (CSC) is a community based public service monitoring tool. It differs from the Citizen Report Card by being participative in nature, where a community as a whole scores the public service delivery performance. CSC is meant to generate evidence at a local level and the emphasis is on generating immediate feedback. CSC method necessitates strong facilitation skills. Community Score Card focuses on supply side expenditure related analysis and can facilitate immediate and visible changes.
