  • Impact Evaluation of Sanitation Behaviour Change Communication Campaign [2013-14] - Arghyam/CoG/PAF

  • CRC on Sanitation in Tamil Nadu and Odisha [2014-16] - PAC/BMGF/PAF

    PAF is conducting extensive sanitation related CRC exercises (in two phases - in 2014 and 2016) in Tamil Nadu and Odisha, as a part of Public Affairs Centre’s (PAC) project on “Improving Consumer Voices and Accountability in the Nirmal Bharat Abhiyan (NBA)”, commissioned by the Bill & Melinda Gates Foundation (BMGF). The CRC aims to collect valuable feedback of citizens' experience of applying for a subsidy and building an individual toilet under the NBA - a flagship sanitation programme of the Government of India.

  • Impact Evaluation of Behaviour Change Communication Campaign [2013-14] - Arghyam/CoG/PAF

    PAF has completed “Research and Evaluation of Behaviour Change Communication (BCC) Campaign project to improve sanitation in Davangere District, Karnataka”. The project was promoted by Arghyam (a Bangalore based grant making foundation with a focus on ground water and sanitation) with support from the Govt. of Karnataka and communication specialists Centre of Gravity (CoG). The study used a quasi-experimental design to evaluate the impact of the BCC Campaign on toilet construction in rural areas of the district. As an evaluation partner PAF conceptualized, designed and conducted a Baseline Survey, monitored the BCC intervention, and conducted an Endline Survey to measure the impact.

  • Citizen Report Card (CRC) on eight Public Services in Rural Bihar [2011-13] - DFID/Govt of Bihar/Deloitte/PAF

    PAF conducted a major CRC study to assess service delivery performance of eight mainline public services: Education, Anganwadi, Public Distribution System, Health, National Rural Employment Guarantee Scheme (MGNREGS), Pension, Distribution of Caste/Domicile/Income Certificates, and Public Grievance Redress. The study was funded by DFID, initiated by Government of Bihar and managed by Deloitte Touche Tohmatsu India.
    The study covered 31556 households spread across 38 districts, 534 blocks and 3170 villages of Bihar. CAPI (Computer Assisted Personal Interviews) technology was used to record citizen feedback directly in hand held computers. Findings of the study , status of service-wise delivery performance, and some suggestions for reform were presented to

    • media and NGOs in a well attended and widely covered public event in Patna, and
    • a high level administrative team of Government of Bihar which included the Chief Secretary (CS), Principle/Additional Secretaries (PS/AS), and their teams, from all the eight services

    The CS directed all PSs/ASs to study the report/s and findings, present action plans, and initiate reforms to improve service delivery. To enable extensive dissemination and aid authorities at all levels to localize the reform agenda, PAF provided the Government with the State Report, a Dashboard illustrating performance of all the eight services in each district, and 38 District Reports (with two reports in Hindi).
